Latency Issues

So recently I've experience very huge latency issues, and it has been over 2 weeks. I set up BQM and it's horrible. I hope I can get some answers here.

 I just want to know when it will get fixed, I don't want an estimated date because it always gets delayed.

This issue has dramatically impacted my work and so do my neighbors, and I cannot work from 1 am in the morning.
