High upstream power hub3

My upstream power is at 43.5 dbmV which seems high to me.

My upstream also dropped almost in half from 44mbit to 24mbit after I moved my V6 TV box, everytime I moved the wire downstairs the internet cutoff. 

I've tried to register the fault (it's obviously something with the wiring) but your call centres are closed and the voice directs me to virginmedia.com/faults which doesn't go anywhere

Upstream power is fine almost anywhere between 38 dBmV and 48 dBmV.  It can even go a bit either side of those without problems, but when you're in those borderline values there's certainly a higher probability of problems.  So there's nothing wrong with the value you're seeing.
