Fluctuating speeds. Low upload!

Been at this property for around 6 days now, and since the internet has been installed/connected i have been getting fluctuating speeds, I am on a 350 down 30up plan, but I have never seen more than a 10 up at the VERY best which is preventing me from doing the things I need to do 

(Use it for work etc)

Has my service been throttled. I am on an ethernet connection, not using the Wifi for my computer. The TV is not connected at the moment even though i have the package. I really need some help. Tried calling a couple of times but ever time its been "Please turn everything off and on again and then unplug and reconnect all wires etc etc" 

Iv done that many times and it has not made a difference yet. Please can someone help?

He did show up, and basically gave us the plug that was needed for the powered wall box, and he seemed to do all the checks but the speeds weren't checked. That im aware of.

He gave us the plug and was really helpful and made sure there was internet etc etc, but as far as im aware he didnt check any speeds no.

I have read quite a few other posts that seem to have a similar issue etc etc. This is the BQM since i started this thread today, I can also give all the info from the router data etc.

Too many pre-errors and your BQM is showing dropped packets, although it has to populate fully to get a clear picture

I think one of the Forum team needs to look at things from their end
