I was wondering how long you had to have consistently slow broadband speeds to cancel your contract and how you go about doing it?

You can cancel at any time but there maybe early termination fees involved.
If you want a 'get out of gaol free card' you have to jump through hoops to prove that the Broadband supply is not as contracted.
