VM do not throttle your connection.
It's a terrible BQM, which could be any number of things:
- HUB stats out of spec.
- Noisy line.
- Congestion

Looking at your previous post you appear to have a large number of errors in your network log in a short period of time.
Did you ever get an engineer visit?
