HI, this issue is likely congestion on the network in the local area, however I can see that you upstream channels are syncing at a lower than usual modulation, could you unplug the power from the hub, make sure all connections on the back and to the wall are secure and tight and then power back on.
See if this helps and if not post back tomorrow with updated connection stats.
The problem is over utilisation on the local UBR, VM Technicians have already confirmed this with me. Work was scheduled earlier this month and the job card has since been removed. Unfortunately the problem still persists albeit even worse than before to this point now where it has become intolerable.
