Speed should be 200mbps , but averages 45 Mbps, constantly resetting, reaches target briefly but within minutes is back at 35-45 Mbps, very frustrating, checked all connections, rebooted, been a problem for ages ,doesn't show a problem on service check, anyone have an idea how to resolve...

35-45 Mb/s is typical for a Wi-Fi connection on the 2.4Ghz band.
 
Speed test the service to a Router mode Hub(3/4/5) + your device with the link below.
https://www.samknows.com/realspeed/

Once the test begins click on: Run full test to see all the stats.

The speed at the Hub should reflect your subscription.
The speed any WiFi device draws data at is limited by its data needs and technical abilities.
