1GB drops when not in safe mode

When in safe mode my speeds are 950mbps and when not in safe mode my speeds are 400/500 and very inconsistent. 

Any ideas? brand new copy of windows 11 with only the windows defender as an anti virus

I may have solved the issue, tcp optimizer and a play around with some settings and I think I have solved it
