VM do not make unsolicited outbound calls in this way for technical support.
The scammer will try to convince you that you have some sort of technical issue with your broadband. They will typically then request remote access to your computer to fix the (non-existent) problem. From there, they may try to access your online banking or steal personal information from you or may lock your computer and demand some kind of ransom fee to unlock it.
Your approach in hanging up without talking to them was the correct one.
