If these wires are VM's own external installation then they will refix them for you. You'll have to phone in for this to arrange a tech visit - 150 or 0345 454 1111. They may charge as a no fault call out. Surely you can find someone local to reattach the wires to the wall.

They are VM wires. I have tried ringing the number, but as I have no fault with my service there is no option for this. I’m trying to get it sorted to prevent a fault. I’m on the 1st floor & have no way of tying them back myself.
