Spam and Open Relay Blocking System, aka SORBS,has nothing to do with Impervạ's Incapsula service. You will need to get in touch with the website operator to report the issue and request they unblock your IP Address to enable access.
BTW can you state which website is causing the issue?

I have tried both normal VM connection and also VPN and both blocked by the website, the webpage tells you that you are blocked it is blocked by IP on the server, did some further checks and even being blocked on a data connection with Vodaphone.
I dont work for VirginMedia all opinions are my own. 39 years in IT.
