I have had a confirmation of order placed and delivery 23rd feb and D/D set up however no tracking number yet.so not sure what is happening.

What do you mean by delivery? Are they sending you equipment to install yourself, or coming to run a new cable from the road?
They shouldn't be charging you until the service is in and working.
sending equipment to me but not heard anything tracking number etc.
