cooling off and quickstart kit

Hi I signed a contract with Virgin Media to install a quickstart kit myself.

Unfortunately I had to leave the apartment and I don't know when I will be able to install a new line.

I have tried many times to call customer service to avail myself of the cooling off right, but it is impossible to talk to them. In the meantime, they sent the kit to the old apartment and gave it to a neighbor without my consent.

I want them to take the kit back because I don't know the neighbor and I can't go and get the kit anymore (I'm changing cities). What should I do? Talking on the phone is impossible. I have never authorized anyone to give the kit to other people. I want to withdraw from the contract with Virgin (it has less than 14 days). Thanks if anyone can help me.
