Wall sockets blocked?

Hi today I received my QuickStart package however when I went to install the hub I noticed my virgin media wall socket on the inside was blocked off with some kind of hard paste or cement, this makes it impossible to screw the hub you can’t get to the threads I have already booked a engineer but was just curious why this would happen? I then found another socket upstairs looked a little fresher  but that also had same problem with thread bit it was blocked.

Probably irrelevant if you have a tech booked but, if you feel like it and for interest's sake, can you post a photo of the problem?

Often poor building work, or poor decorating, can see old VM connections and wall boxes covered over in splodges of paint or plaster.
