So, we have a wall box upstairs that I think is redundant. Has one cable in/out and no other in/out socket (see pic of underside). All of our Hub stuff is downstairs in lounge. Any thoughts??

That looks like an incoming cable, going into a splitter/isolator perhaps. You will need to remove the cover to check.

Most likely removed ? You really need to remove the cover and see. Until then it's complete speculation.

Cover off, cable in through wall. Is it easy to test if “live”? Disconnect and check Wi-Fi? (It us only broadband that we have with Virgin)

Before disconnecting anything, why not just trace the wires outside to inside?
Have you got a plastic omnibox outside somewhere where the cable in from the street arrives at your property?
Find that and trace where the out going wires from the omnibox go into your home.
Looks like the black cable in the pic is an incoming cable from outside and the white cable from the bottom is an outgoing feed to somewhere else.
Nothing to stop you disconnecting them but they look like they are plastered in place pretty tightly and disconnecting/reconnecting them might not be that easy with no cable slack.
