Wall Socket cut cables

Just moved in to new (rental) flat. Had arranged self-install as per suggestion from VM. VM wall socket has no plug for cable to router to plug in to - there are just two (cut) cables coming from the socket, which is just covering the holes where the cables come through the wall. 

Do I need an engineer install?

I'm sorry to hear that the self installation hasn't gone to plan. 

We will need to book a manned install for you but to do this I just need to confirm the address to ensure we are booking the visit on the correct account.
