Virgin supplies the building, but system says flat isn't serviced

I'm about to move into a new address (office to residential conversion), so I checked the Virgin website if they supply the flat. Website + customer support (0345 4541111) said that there is no service in the area, which is clearly incorrect.
There is a green virgin cabinet right outside the flat, we have now found out our neighbors in the flat right below us in the same building have a Virgin connection, having asked support to send an engineer over, they said that they wouldn't because they "don't supply the area".
Is there a way to arrange for an engineer to go over and verify that they can actually connect the flat?
