Virgin cables installed without permission from landlord or tenant

I live in a ground floor flat and am in contact with the landlord for the upstairs flat. We have a joint freehold on the shared garden area. The tenants upstairs have just switched to Virgin broadband. It was not made clear to them that this would involve laying a cable from the street through the garden wall and across the path, so they didn't ask for permission from either myself or their landlord. The Virgin guys just showed up with no warning and no permission from anyone and put it in. I find this unbelievable that they would make physical changes to someone's property without even knocking on the door to check!

Who do I need to contact to get them to take it away again and repair the damage to the house and garden walls? And is there any compensation for the inconvenience? Thank you.
