VM Availability in new home

The postcode checker does not list the flat I am moving into as available for VM however the flat above and the one next door has it as an option. I have spoken to a rep on "message us" after waiting 4 hours and asked them to tell me how this is possible. Instead they closed my account and the conversation soon after with no explanation or help.

1. Flat next door can have virgin media and I can't?

2. Why was the customer service not in any way helpful?
