Swept T outside, but address showing as unservicable.

Hi all

We have recently moved to an address where the street appears on the VM postcode checker, but houses on our side of the street are not listed. It's a tiny street, only 4 houses in total, the rest of the surrounding roads are 100% covered. 

Outside, there is evidence of a swept T on ours and next door's perimeter, we both have the CATV grid, you can also see where the pavement and road has been resurfaced for laying of cables etc. This joins the other side of the road, which is showing as serviceable.

Does anyone know of a specific construction / infrastructure team that I could contact to see if it is at all possible to have service, as it certainly appears that the infrastucture is there.
