Set-up Problem

So I had the appointment for Thursday with the “expert engineer” to set up my broadband. He came as discussed, but when he got here he analysed the situation and said that he cannot connect anything as the building is new and does not have any virgin media cables around. He said that he will talk to the manager and let me know if there is any news. The person did not get back to me. I want to know what to do. I paid £80 for the installation.
