Repeated Internet disconnections and hub rebooting

Since a VM engineer was working on a roadside cabinet on Sept 22nd I have experienced over 68 Internet disconnections. VM sent me a new hub but the disconnections continue, sometimes with the hub rebooting every few minutes. My neighbours also have disconnection issues.
I only use the hub in Modem mode and most of the connected equipment is hard wired. My internet connection has been fine for the last 14 years or more and perhaps dropped out 2 or 3 times a year. Now it fails every few minutes. The hubs internal error log has recorded multiple Error and critical messages.
I, and my neighbours, have reported this on many occasions but nothing is done to fix the problem. How can I escalate this issue?
