How do I report a damaged cable from cab to house done by workmen, the helplines don’t have this

hi, my Virgin cable has been dangling in the middle of the street with risk of someone tripping over and also it s in front of a busy insurance shop, and across our buildings main entrance with little kids who pull it / could choke on it, it s also dangling in front of my neighbour's window, and over several rubbish bin and the bin truck caught it yesterday and pulled it even more in the middle of the street, can you please help to get someone to fix it on the wall before someone falls off or a child gets hurt?
