Pull team did not show up, installation engineer is chasing them!?

So long story short the broadband engineer came in the morning but the "pull cable team" hadn't done their work. He was told they will be here in about 1 hour. The installation engineer passed again but the pull cable team still where not in the area. Now it is 16:00 and I doubt anyone will be installing cables at dark. 

Is this how it works? Is there a way to find if the pull cable team will show up today?

The original installation day was pushed back by one month (today). So if there is more delay I would rather cancel installation and go with some other supplier.

Edit: I am calling Virgin phone number , use the menu to reach new installations and then the line hung up. 

Rubbish service!
