Poor response from concessions team - is this normal?

Hi All, 

I'm not a VM customer, however there is a large VM box on the side of a house the I have just become the owner of and we were told to contact VM to setup a new account. I did this about a month ago (case opened with the concessions team) and although I have contacted them numerous times ( circa 8 ) I have only received 1 mostly unhelpful call back that wasn't recorded to my case number. I'm now in the situation where I need to move into the house in two weeks without any resolution. Is this normal for VM?

As I work remotely, I'll have to go with another provider and take down the box & cables from the side of my house.  With two weeks to go before I move in I feel like I have wasted so time with VM.
