You will only be offered quick start if a previous occupant has had a service. What VM cannot tell is whether subsequent occupants have removed the sockets you require. Some flats are internally wired & the combined service outlet in the main room can be used for VM once the relevant cable is swapped in blocks service equipment cupboard.

Sometimes there is a socket but installed by a predecessor company such as Telewest or NTL, sometimes not even a socket but a coaxial cable protruding from the wall. Try a connection if either of the above exists.
I'm really sorry to hear that you're unable to get your equipment set up due to not having the cables installed. This usually happens if previous tenants or the owner have removed the cables during renovation.
