Neighbours can get Virgin but i cant - all in new builds on same plot??

I live in London, the entire surrounding area has full access to virgin and 3 other new builds in the area are able to get it. 

I move in in 2 weeks and id love to be able to have gigabit from day 1 and not sign onto BT for a year contract while virgin media finally realise they could support me.

I got a call from virgin media a few days ago, went through with the person on the phone the location and even confirmed the place by using google maps and street view but then an email curtly saying it just wasnt available "in the area"

Is this because they dont want to sign on customers with black Friday deals or something? will it magically become available when plans are back at full price?
