Unfortunately, your router going off following the phone call is just an unhappy coincidence. Virgin Media would not make inbound calls to you like that. The format of the call and the words used are those of a common scam. If you browse through the 'Home Phone' and 'Security Matters' forums you will find the same scam mentioned many times over.
VM broadband services do disconnect from time to time and usually restart themselves fairly soon afterwards (as happened in your case).
Have you checked the 'service status' for your area to see if there are any planned works in your area or known outages going on?

On rare occasions, VM do send out text messages to notify customers of planned works and outages. The text messages are for information only and do not require the customer to do anything in response.
