Installation problem

Hi I’ve recently booked a package to be installed as VM have recently laid cables in my street.
Today a engineer turned up to lay the cable in my driveway unfortunately I missed them but they had been talking to a family member. They have said that the connection to my house has been missed so they couldn’t lay the cable. 

I’ve tried contacting the call centre but they couldn’t understand my issue and just kept saying the engineer will come today however they had already been. Due to the language barrier I can’t get it across to them, so I’m at a loss at to what is going to happen.

One thing I have noticed they have painted a green dotted line down the street and across the road to a box does anybody know what this is for?

what is the chances of them correcting this issue?
