Inside wall box missing and knackered cable

I recently joined VM and got an engineer round last week for first time installation but he said the cable was knackered and that the box on the inside is missing (with filler over) so he had to leave after being outside for 15 mins and the appointment was rebooked for Wednesday next week.

I was wondering if the engineer is the one that installs the cable and box on the inside or if someone else from VM does it?

He possibly means there is no signal coming from the drop line that attaches to the cabinet. This means a complete cable repull, which is a 2 man contractor job. That is all these teams do, so once the cable is pulled an install tech will have to return to complete the attachment to the external box & the internal works.
