As per /virgin-tv-error-codes/m63 you need to speak to the faults team by calling 150 from a Virgin landline, or 0345 454 1111, or freephone number 0800 052 0422, options 1,1 and 2 (Faults) butbest to call at 8am to avoid call queues, or late afternoon around tea time, as your account hasn't been set up correctly.
The agents will need to alter some settings on their end so you can get full service. If that doesn't work then they can arrange to either send out new equipment or an engineer.
