Took day off work for engineer to come and install broadband and no one turned up even tho there was workmen in the street all day.

There are usually two installation dates. Was the date you were given for initial cable work from the street to your house? If so that would be what you saw.  The internal connection and equipment installation will be a separate appointment when the outside work is done.

I am so sorry to hear this, as @jpeg1 has advised this may be a pre pull of cable for example before the actual installation.
