Charged ativation fee when upgrading broadband

Telephoned Virgin yesterday to drop our TV and landline as not used enough and we can no longer afford to keep them. We just wanted to keep our broadband package. We were offered a deal on upgrading the broadband speed which we accepted, yet we were not informed of the activation fee of £35, until it was detailed on our confirmation email sent this morning. If we are already Virgin broadband customers, what is being activated for this fee?
