If you do a search on the word 'spotter' on this forum, you will see the wide range of (mis)fortunes wannabe customers have experienced while trying to get access to one.
In this topic below at message #4 nodrogd gives some useful info about how much effort/money VM will put into an individual installation before deeming it uneconomical.

Might help quantify your likelihood of success ref. your own locality/geography, even if you do happen to get a spotter on site.
