Broadband availability

Hi

i live in flat where all other flats have Virgin installed. I have no idea why it wasn’t installed here as this was done before I moved in. How can I get virgin installation? Spoke to someone on phone and they said they would arrange a spotter to come round but that didn’t happen. Please help/advise as I am living on 4G mobile broadband right now.
