Active virgin account in my new house

Ive been here 2 weeks theres an active virgin account..

 

they say they need to make contact with them before i can get a setup, but its been over a week and clearly the guys not answering so am i suppose to sit her and wait whilst the person does not answer his phone to cancel his account.. there must bw away to speed this procces up.. its just not acceptable
