8 weeks, still no installation

So, I ordered broadband 8 weeks ago, not long after I was told that the road needs digging up, which could take 8 weeks. Those weeks have passed, and I've still heard nothing. Do I have the the right to cancel this and go elsewhere? It's taking the biscuit now really
