Yellow light on router and internet dropping in and out

This is very frustrating under the home schooling +WFH environment.
 
I have turned it off, on, factory reset, check via Virgin app but still the internet is slow and drops in and out. FYI, the hub is not hot.
Is this a issue of the router or are network?
 
The upload speed is always around or below 15M, where I'm on 100M plan...
 
When I tested the "Service statuScreenshot_3.pngs", it showed network issue.
