Well, you have no issues tracing to the destination - and whilst the name resolution output is different to mine, that's to be expected given that oracle's website apparently uses akamai's CDN..
you could try changing your dns servers to google's (22.214.171.124 and 126.96.36.199) which will likely result in you getting served a different IP address for the site and see if that works.. will be interesting to see..
you didn't say what the error message you were getting is?
If it doesn't work after you've changed your dns servers (do another nslookup afterwards and check that you're being given a different IP address to 188.8.131.52) then i suspect that your IP address is potentially being blocked based on some sort of reputation score..

ok. so you can actually get to teh site, as you're getting a response from the webserver..
it looks like you are being blocked for some reason - did you have a look at the akamai reputation checker that i linked? what did it say?
edit: the incident reference number looks like an akamai inc ref - if your IP address is coming back clean from the reputation checker, then you'll have to contact the oracle web team with the incident number and they will be able to check the reason for the failure within their akamai account
