Help please , i don't know who to contact regarding water coming out of the little black cover on the pavement outside my house , when it freezes the pavement and roadside turn into ice rinks , several people have fallen already

if it is an immediate health and safety issue then you should report to the council.
or if it is a water leak then report to the local water authority.
