VPN on Virgin Hub 3

Can a VPN be set up on the Virgin Hub 3.?

no.
if you want "extra" features you need to use your own router.

however, usually to connect to a VPN you install a VPN client on your device, not on the hub/router.

Nope and really why would VM do that on their hub.

Get your own router that can.

My Samsung Smart Tv's are restricted from installing a VPN, there is an option to install a VPN on a Amazon FireStick but I was wondering if it's possible to install on the Hub 3, the reason is I'm fed up of UK Companies blocking Videos in the UK  on You Tube, for instance I'm watching reruns of Big Brother UK and you'll get a certain ammount accessible but some are blocked for no apparent reason, if I go to my Tablet running a Norton VPN everything becomes available.
