UPC & Virgin Media are both Liberty Global companies, & their hubs are interchangeable. So hubs produced for UPC can be used on Virgin Media networks with the appropriate firmware. If there is a service outage it might prevent the hub from booting VMs firmware, hence the UPC logo appears. Once the service comes back everything should revert to normal.
