I'll guess being ARRIS Group, they are components of the Hub.  They are both on your LAN so I don't think you should be too concerned.

Thanks Tudor, No power line adapters in the house. 192.168.0.19 has gone quiet so will have to wait for it. It is intermitent activity, lasting a few seconds to a couple of minutes.

I’ve no idea what the device is, but you are assuming it’s a hub3. Why? You have the MAC address telling you it’s made by Arris, ok it could be, but nothing to say it’s a hub3. Also as MAC addresses can be easily cloned it could be any piece of equipment with an IP address. I cannot see all of the MAC address, but with nearly all devices that I have encountered that use multiple MAC addresses some of the address is similar, like ‘aa bb cc dd ee ff’ and ‘aa bb cc dd ee 99’.

The MAC address for the duplicate is **:**:**:**:**:** , it comes up as ARRIS on a google search. Its been dormant for 3 hours.   It is a HUB3.
