New Build Service Connection

Hi, I'm due to move house into a new build by a private builder. I've put in my new postcode and the website says virgin media is currently unavailable in that area. There is ducting in place at the property. Does this mean I will have to register with a new provider? I have tried customer services on 150 but can't get any answers.

Virgin will only install in areas where it's financially viable.
Wayleaves alone cost in excess of £10k+ for each application.

Does the builder have a "deal" with an ISP already to provide connectivity to the house/houses/street?
