Intermittent Wifi, packet loss and Extremely High Latency

To put as briefly as possible:

M100 plan using the Hub3. Periods of extremely high packet loss. Pinging the router using command prompt or Powershell can get between 5 and 89% packet loss across all devices in the house. 

The latency can spike up to 4000ms somehow, I expect it to be around 25ms to 8.8.8.8 and 2-5ms to my router, but averages at 300 due to the huge spikes.

Using the Wifi Analyzer app (the Virgin Media Connect app is complete trash), shows that my signal is hovering between -60 and -70 dBM, which shouldn't see that level of packet loss and latency from my understanding.

I've tried the usual, factory resetting Hub3 etc., even bought a powerful new wifi card to try out.

I only started the BQM after resetting, so the BQM hasn't been going for too long yet. But looking at it so far, it seems like it's all on my side (hopefully the link below works).
