Inconsistent LAN and WiFi connection and only 1 upstream channel

Hi there,

Setup - VM Hub 3 (modem mode) and wired (Cat 6) Deco M4 router connected to it.

On Sat 20th we suddenly lost connection. Since then we've reset the router and rebooted the Hub, establishing a connection again, but we're now experiencing inconsistent speeds across LAN and WiFi, ranging from 4Mbps to 100Mbps (our plan is 100 down).

After doing some research and logging network logs, I believe there is an issue with our line or the hub. I've notice we only have one upstream when we should have 4. Hub data below. 

Can someone please advise on how to resolve this, a flat of 4 have been working on 4G because the connection is unreliable.

Your upstream power is too high and SnR downstream is low.

Will also note that the connection has been a solid 100Mbps down since we changed our setup to modem mode + Deco, 3 months ago

Does that indicate a faulty Hub or a issue with the line?
