Hub 3 Upgrade

I am advised that we are eligible to upgrade our Hub 2 to Hub 3 for 'Free'.  However when I go through the on-line upgrade process it stAtes there is a 49.95 'Activation Fee'.

is thus correct?

No. They are trying to sell you an upgrade.

But VM are having Hub supply issues and are making sure that only those with genuine needs get it. So you will need to call it in and see what they say.
