Extremely slow broadband speeds

Hello, since yesterday, i have had random outages. I currently have the M250 package, but will suddenly get no higher than 3 mbps. I have rebooted and reset my router multiple times and made sure all the wires are in securely but to no avail. I have checked virgin medias site and it says there are no local outages. On the hub website, i have checked the network log and it will say RCS Partial Service and Lost MDD Timeout. Accompanying this, the downstream bonded channels will show this.

 Occasionally, i will receive the error Timing Synchronisation failure, which will resut in my post RS errors looking like this.

 Can anyone tell me the cause of this issue? Thank you in advance.

I would like to add only my download speed is affected. My upload remains in the 25-30mbps range. My latency is 11ms and packet loss is 0.032%. This problem affects both and wireless, despite the diagnostic tool saying there are only issues in my WiFi.
