Is the OK to leave on my iPad? I’ve no idea if it’s good or bad.

I installed this but found my devices would connect to my neighbours routers over my own when coming home. 

So stopped using it.

I suspect your neighbour is a VM and the iPad was auto logging onto the VM Hotspot? 

All VM Hub's broadcast a Hotspot and any VM user can use these when out and about.  You can disable the Hotspot on the Hub from your VM account.

BT do the exact same thing with their HomeHub's.

As I don't use the VM app, nor do I have a Hotspot running on my Hub, as it's in modem mode, I can't comment. 

I was only commenting around the "issue" arising about your neighbour.
