Cable repull

Had a cable repull scheduled for today between 8am and 1pm requested by the previous engineer. No one showed or anything, come 5pm the job is still outstanding on my account. A van turns up out the front with 'Kier' on the side of doing stuff outside my drive, was there about 10 minutes and disappeared, the job has been completed on the account but nothing has changed my end, no disruption in service or anything. Can anyone let me know what happens in a repull, the same cable is running from my house box thing to the street so that hasn't been changed, I've been on hold to Cs for over an hour now and it's really frustrating. Months and months and still the issue has not been sorted, the engineer said that signal was to low on a few channels but ok on the others and 1 channel upstream jumping from ranges 8 and 64 qam.
